Kolto Overload
Applies a Health Monitor that lasts up to <<1>> seconds, which triggers a Kolto Overload if your health is 35% or less. Once triggered, Kolto Overload rapidly heals you up to 35% of your max health for <<2>> seconds but will not exceed 35% of your max health.
Does not go on cooldown until Health Monitor is triggered.
