Fires an ion bolt that deals 1850 damage to shields or 462 damage to the target's hull, and drains 50 points of both weapon and engine power. Both the damage and power drain will be reduced if the railgun is not fully charged when it is fired, and the railgun will fail to fire if below 25% charge.
