This is used for an ambient entity which OnTimerCallback targets a fixed .PLC from a predetermined list and fires the ability. It will always succeed when cast. It should warn of impending area to be impacted during the channel, then fire an AOE at the .PLC for the impact. ABILITY IS ONLY CALLED BY HYDRA - NOT INTENDED FOR ABILITY PACKAGE.
SPECIAL INTERACTION: If the NPC is suffering from the lingering effect of 'Carbonite Volley' this also applies the 'fracture' debuff. If AP round is applied while Fracture is active, it becomes 'Shatter'
