Manaan Visitor's Center: Exploration Dome

Prior to the advent of the Third Galactic War, trade between Manaan and both the Republic and Empire boomed. The destruction left in the wake of the Eternal Empire's occupation led to a galaxy-wide resource crisis, which meant buyers were ready to pay any price for healing substances--especially kolto. The Selkath were all too happy to oblige.

The Selkath's trade agreements grew in profitability, even as peace throughout the galaxy grew more secure with each passing year. Eventually, the people of Manaan slowly adopted a more open and accepting view of outsiders.

Since travel to the water-covered world grew at a rate not seen since the Devastation of Manaan, high-ranking government officials created a department within the Office of Extraplanetary Relations to preserve, promote, and share the Selkath's culture with visitors. The Department of Selkath Ethnology employs dedicated docents, curators, lecturers, and field guides who welcome and educate interested tourists.

The department's crown jewel is the Exploration Dome, located below the surface at Manaan's Visitor Center. Here, species from all walks of life can personally experience the many beautiful flora and fauna that form the basis of Manaan's remarkable ecosystems--all without needing to breathe underwater.

Temple of the Progenitor

"Day One: Just arrived. Exhausted. Hungry. Frightened. This place is nothing like home--too much water.

Day Six: One of our host archaeologists, Taasi, clings to my side. I can barely turn around without running into him. I think he could sense how uneasy I was--he has been very reassuring.

He's shown me all around the dig site and invited me to join him and his colleagues for meals. They've been amazingly forthcoming about ancient Selkath customs. Taasi also explained a great deal about the temple nearby and its importance to Selkath culture. It's all reignited the passion I thought I'd lost by coming here.

Day Fifteen: Taasi and I walked to the farthest edge of the dome after the morning meal. For the first time since I arrived, I had a pleasant conversation about something other than old pieces of stone and how they might have been used. It was lovely, even though we mostly spoke about how we came to do our jobs.

Taasi said it's difficult for Selkath to leave Manaan, not that many want to. Once upon a time, he looked to the stars and dreamed of exploring other worlds. When he realized it was impossible, he turned to the depths of his home instead, intent on learning all their secrets.

Day Thirty-One: Tomorrow, Taasi wants to take me somewhere 'very important': the Temple of the Progenitor. A place so sacred for the Selkath... it is said that this is where their worship of the great Progenitor originated. I do not believe any outsider has ever set foot inside the temple. To be invited to see it is an honor and a privilege so... so... This gesture is the kindest thing anyone has ever done for me. There are no words to adequately describe how gracious and welcoming Taasi has been, but I really should try to tell him..."

"Major Acota: I'm going to ask you once more. And unless you want my associate to do that again, you're going to answer me. Who gave you that order?

Jilo Del: [coughing] You never heard of client privilege? If I give you names, I'm out of business.

[searing noises, followed by screaming]

Jilo Del: All right, fine. Fine! No credits are worth this. It was Admiral Hyshiri. She was very clear. No survivors. No witnesses... Not that I needed that much convincing.

Major Acota: Thank you... Jilo, was it? I wasn't expecting it from a mercenary, but you've been most helpful. So helpful, in fact, that I'd like to propose an arrangement.

Jilo Del: No thanks. If this is what taking Imperial credits gets me, then I'm not interested.

Major Acota: Really? I'm offering you the chance to lead your own company of soldiers. Little to no oversight, access to state-of-the-art weaponry, and your pick of targets. Not to mention, triple the amount Hyshiri was paying you. Or... my associate can kill you.

[silence]

Jilo Del: Do I at least get to pick the name?"

Republic Diplomatic Corps

In a territory as sprawling and diverse as the Galactic Republic, ensuring that every citizen exists civilly alongside their neighbor is no easy feat. But maintaining a precarious accord with outside influences is just as important--and just as difficult--as keeping the peace within the Republic's borders.

At any given time, legions of ambassadors, diplomats, and negotiators are hard at work, building and nurturing valuable relationships with systems and worlds inside--and outside--of the Republic.

Obstacles are rampant in the field of diplomacy: one wrong word or gesture to a particular species could spell disaster for the Republic's most profitable fuel supplier, or it could crumble a trade route that, for many worlds, is a lifeline. Some representatives even risk their lives by entering perilous territories in order to form a new relationship.

Because of these difficulties, the Republic Diplomatic Corps is tasked with supporting diplomatic representatives with the necessary training and resources. In addition to helping funnel credits and gifts to any associates who would be influenced by such incentives, the Republic Diplomatic Corp provides lessons in etiquette, rhetoric, and basic combat to handle the potential allies that are harder to sway.

Selkath Isolationists: The Syphus Collective

Although each of the Selkath isolationists share the same long-term goals, the movement emerged from a small organization whose members held vastly different motivations. Religious zealots blindly dedicated to the Progenitor, conservationists turned eco-terrorists, narrow-minded traditionalists, and anti-war extremists all joined what came to be called the "Syphus Collective," as every member of the group was an adherent of the teachings of Ahto University professor, Narlan Syphus.

Doctor Syphus taught that Manaan, with its varied species depending on one another, was one collective "organism." Syphus also believed that the galaxy--along with its corrupting influences--was a dangerous ecosystem in which Manaan struggled to compete and survive against bigger, more dangerous "organisms."

Syphus's teachings spread and recruitment in the Syphus Collective grew exponentially as the Republic and Empire, once again locked in heated military conflict, turned their gaze to Manaan's valuable resources. When the Syphus Collective implored Manaan's government to allow the two factions to destroy each other and leave the Selkath in peace, they were soundly ignored. In response, the Syphus Collective took up arms against the invading Republic and Imperial forces, as well as any Selkath who did not share their desire to isolate Manaan from the dangers of the "galactic ecosystem."

Children of the Emperor: A Sinister History

The select few who knew of the Children of the Emperor's existence believed that they were a fairly recent creation of the Sith Emperor, Vitiate. In truth, this dark project was conceived by the mysterious Sith inventor and scientist known as "Darth Nul," centuries before the Children were discovered.

According to Darth Malgus, the Emperor wielded the power to create new Children, but it was Nul who first developed the method of indoctrinating them. By the time the Children were exposed, the process had evolved into imbuing infants with a piece of the Emperor's considerable power, turning them into "vessels" whose bodies and minds he could possess.

Over the years, enough "Children" had been created to form a veritable army of thralls. Each could be controlled by the Emperor whenever he wished. These puppets unknowingly infiltrated several organizations within the galaxy, including the Jedi Order.

For the Emperor, the Children lost their usefulness when their leader--a Jedi Master totally unaware of his condition--was exposed. Years later, after every incarnation of the Sith Emperor was completely destroyed, the remaining Children of the Emperor were freed from his influence for good.

Commander Qrukk

The Sith Empire has never shied away from using mercenary forces in their military operations--they're ruthless, expendable, and will do almost any job as long as the pay is good. But a mercenary rising through the ranks of an institution as prestigious as Sith Intelligence is almost unheard of.

Before he took command of the Imperial Infiltration Specialists, Qrukk was a member of Krallet Division, an Imperial unit made up entirely of the most vicious mercenaries credits could buy. Qrukk was infamous among the squad for being constantly at odds with Krallet Division's leader, Jilo Del, about their activities. While Del reveled in the indiscriminate slaughter of soldiers and civilians alike, Qrukk wanted purpose and tasks that actually strengthened the Empire.

Following one particularly heated exchange, Qrukk began formulating a plan to oust Jilo Del and succeed him as the leader of Krallet Division. Before he could carry out his plot, however, Qrukk was approached by Darth Xarion, the head of Sith Intelligence. One of the participants in Qrukk's scheme--an undercover subordinate of Xarion's hoping for a promotion--reported Qrukk's plans to her master.

Xarion, impressed with Qrukk's restraint, patience, and skill, offered him a position in a specialized task force charged with taking over Manaan, slowly and from the shadows. Qrukk enthusiastically agreed to serve Xarion, now that he offered the only thing Qrukk had wanted: purpose.

Jilo Del

Even before he found what he considered to be his calling as a gun-for-hire, Jilo Del's admitted lack of morals meant that he would do anything, no questions asked--as long as the price was right.

Del had only completed a few jobs as a mercenary before his reputation for depravity was already widely known. This caught the attention of an Imperial Admiral, who hired Del to eradicate an entire colony.

After the job was finished, the admiral revealed that her sister, who was defecting to the Republic, had been hiding in the small, remote settlement. In order to remove any connection to the deserter, the admiral betrayed Del and turned him over to the Imperial Army.

Del's punishment was short-lived. He was indentured into serving the Imperial Army and promised a large sum of credits if he formed a merciless hit squad, made up of equally-unprincipled mercenaries, that could be easily disavowed. Del took on the title "Captain"--as a joke more than an actual rank--and he was given free rein to recruit the most ruthless assassins, contract killers, and executioners the galaxy's underworld had to offer... as long as they were as unprincipled as Del.

Under Del's leadership, his hit squad was responsible for some of the worst atrocities committed during the Third Galactic War, many of them against civilians and noncombatants.

Master Denolm Orr

Born on Serenno at the height of the Great Galactic War, Denolm Orr was a young child when Darth Malgus began the occupation of Denolm's homeworld. With the population mostly under Imperial control, it was easy for a cadre of Sith--"the Emperor's Hand"--to spirit Denolm away to Korriban.

Before he was returned to his family, Denolm, along with many other young children from throughout the galaxy, had been unknowingly connected to the Sith Emperor.

As a young Jedi Knight, visions of hooded figures and the red sands of Korriban plagued Denolm, and he began to hear a mysterious, commanding voice in his dreams. Once the "Children of the Emperor" were exposed, Denolm finally understood what he was.

Rather than risk expulsion from the Jedi Order, Master Denolm kept his past a secret. With the help of his friend, Master Gnost-Dural, Denolm decided to pursue historical studies in the hopes of understanding exactly what had happened to him, so that no other child would suffer the same fate.

His progress was interrupted, however, after the Eternal Empire invaded the Core Worlds. Master Denolm and his Padawan, Sa'har Kateen, evaded capture by the occupying forces for more than a year before ultimately settling down in Gnost-Dural's secluded Ossus colony.

Minn Ishkah

A seasoned diplomat with a decades-long résumé, Minn Ishkah began her career as a special envoy between General Elin Garza, Havoc Squad, and the Republic Senate. Her appointment came shortly after an incident on Ando Prime, in which Garza dispatched Havoc Squad without authorization or approval.

Ishkah's superiors made her role clear: rein in Garza's reckless disregard for the tentative peace between the Republic and the Sith Empire, and report all concerns to representatives of the Senate.

Before long, her superiors began to realize that Ishkah's presence had little influence on Garza--instead, Ishkah seemed to be adopting Garza's brash demeanor and impulsiveness, as well as her opinions on where, when, and how the Republic military should be involved. By the time Ishkah was removed from her position, she had formed many close contacts within the military who shared her fervent belief in the Republic's superiority over the Empire.

Although the vast majority of Ishkah's subsequent assignments were successful, they were not without issues. Her current reputation in the diplomatic community is complicated: most respect her devotion, but all are wary of her nettlesome disposition.

Sa'har Kateen

Orphaned at a young age, Sa'har Kateen spent her earliest years at the Mek-Sha Home for Lost Children with her older brother, Ri'kan. The pair were inseparable--until Sa'har began to show signs of Force sensitivity.

Before long, Sa'har was located by Jedi Master Denolm Orr. After Sa'har easily passed the test required to initiate her into the Jedi Order, she left Mek-Sha with Master Denolm to begin training on Tython.

As many young Padawans do, Sa'har soon began to view Master Denolm as a parental figure. But the pair shared a closer bond than others--a few years after Sa'har arrived on Tython, the Eternal Empire invaded most of the galaxy, and Sa'har and Master Denolm were forced to flee together.

For more than a year, Sa'har and Master Denolm lived in seclusion, constantly moving to avoid discovery, until Denolm's friend and colleague invited them to Ossus. Master Gnost-Dural had founded a small colony there as a place to begin rebuilding the Jedi Order after the Eternal Empire's defeat.

Although she was one of the youngest settlers in the colony, Sa'har was considered one of the most diligent. She worked farmland, learned to repair machinery, and eagerly took on chores, all while continuing her Jedi training, mastering combat, and investigating the nearby ruins of a Jedi library with her master.

Shak Los

The youngest child of a wealthy exporter on Manaan, Shak Los grew up with little supervision and almost no interest from his parents. While his siblings were all passionate about learning their father's trade, Shak's attentions were everywhere but his future livelihood.

When he reached adulthood, Shak's family grew tired of entertaining his fruitless dalliances. They gave him an ultimatum: join the family business, or lose all monetary support. Reluctantly, Shak gave in.

While working with his family, Shak grew close to one of his father's partners, who helped Shak grow his own network of business contacts. As Shak earned more of the partner's trust, he began to teach Shak the cutthroat trade methods that had made him successful, including a few that were less than legitimate.

Eventually, Shak amassed enough wealth to buy out the entirety of his father's exporting empire. He ejected his siblings and his father from the company, and changed the purpose of the business to acquiring priceless antiquities--by any means necessary--for the highest bidders.

The Conservator

Little is known about the devout, silver-tongued leader of the Selkath isolationists who resist all interference from both the Galactic Republic and the Sith Empire. His followers no longer use his real name--instead, they simply call him "the Conservator," a reflection of his ardent desire to preserve the delicate balance of Manaan's waters.

The timeline in which the Conservator rose to power is as murky as his past. Outsiders and the few disgruntled former members of the Conservator's organization claim that he assassinated his way to his current leadership position. Those who follow the Conservator simply claim that he owes his success to his ability to appeal to varying ideologies, as well as a willingness to work with anyone who shares his passion.

Wo Kasto

When Wo Kasto volunteered to serve in Manaan's military, few expected him to excel. Kasto was the product of a long line of scientists and researchers, while the majority of Selkath who enlisted came from highly-respected military legacies.

Against everyone's predictions, Kasto quickly proved himself. He attained the rank of Captain in record time, thanks to his inquiring mind, no-nonsense disposition, and refusal to accept failure--all of which he attributed to being raised in a science-rich environment.

Captain Kasto was handpicked to join the Manaan Special Warfare Group by its founder, Colonel Wen Gallo. In Gallo, Kasto found a kindred spirit who shared his candid temperament and dedication to the Selkath.

After the Galactic Republic helped the Manaan Special Warfare Group repel an invasion by the Sith Empire, Captain Kasto was elected to represent the organization in negotiating an alliance with the Republic. Kasto was reluctant, until his peers explained that he was the only candidate they believed would secure a deal that benefited all Selkath, and not just himself.
