Call Effect

Tests the Dojo Action "Call Effect". This is a logic function and requires the conditionals "Is Enemy" and "Is Friend" to work, as well as the action "Play Appearance". If the Call works, you will see a Shock played on the enemy targets and a glowy heal on friendlies.
